You grow up in the streets of inner city Tokyo. As a teenager, you fall into the wrong crowd and find yourself in a heap of trouble. The Yakuza kill your best friend. The cops put you in jail. They say you get one more chance. You are offered a way to make amends by infiltrating the gangs as an informant. You know the subculture in a way the cops never could. You are so good at your job that a "federal agency" offers you other infiltration jobs. They groom you for a role in their agency.
